ISSUE
Receive update on "water independence day," which was June 9, 2016.  The new water supply system has been providing water to Tigard Water Service Area customers for over one year.

KEY FACTS AND INFORMATION SUMMARY
Public Works staff will update council on the Lake Oswego-Tigard Water Supply System, summer water supply and items coming before council in the near term.

Lake Oswego-Tigard Water Supply System
  • Water Independence Day: June 9 marks the one-year anniversary of switching from wholesale water provided by the City of Portland to the Lake Oswego-Tigard Water Supply System.
  • Improved Water Quality: The City of Tigard recently completed a second round of required federal tests for concentrations of lead in drinking water, and is celebrating improved water quality. Staff will discuss what this means for local schools, businesses and residential customers.
  • Important System Components: Construction is nearing completion and staff will provide an update on the Ozone system, chlorine residual monitoring and Waluga Reservoir #1.
  • Final Completion of Lake Oswego-Tigard Water Partnership: This includes planned events, public outreach, transfer of oversight committee from construction phase to operations phase.
Summer Water Supply
  • Forecast regarding the availability of Clackamas River water through the summer; update on water rights and limited license for withdrawals.

Near Term Council Action
  • Shared Personnel Services agreement: A proposal for additional benefits within the water partnership by sharing expert personnel between the two cities.
  • Memorandum Of Agreement (MOA): A proposal to repurpose an existing raw water pipeline for the Lake Oswego-Tigard Partnership.
  • Water Master Plan Update: The last update was completed in May 2010, with a small addendum in 2014 addressing River Terrace Development; this budgeted project begins July 1.
  • Water System Development Charges(SDC): This project will encompass a review of future growth related water projects, cost structure, and will result in updating the Water SDC model based on the water master plan update; this is the final phase of the master planning project.
  • Water Rate Study: Planning efforts for review of revenue requirements, pricing model, and resulting recommendations for council consideration regarding water rates beyond 2019; the last water rate study was completed October 2010.
  • Willamette Supply System Update.
  • Administrative rules regarding provisions for after hour water services and temporary discontinuance of city services.

COUNCIL GOALS, POLICIES, APPROVED MASTER PLANS
City council adopted the Water Master Plan completed May 2010, and an addendum to the water master plan pertaining to River Terrace Development completed January 2014. 
DATES OF PREVIOUS COUNCIL CONSIDERATION
Council has been briefed numerous times on Lake Oswego-Tigard Water Partnership updates over the last several years.  This is an update regarding operational water system improvements and benefits to the public.
